Profile!! Who Is Rtn. Joseph Mukasa Matovu, MP Aspirant for Makindye Ssabagabo Municipality

Rtn. Joseph Mukasa Matovu is a respected community leader, development practitioner, and aspiring Member of Parliament for Makindye Ssabagabo Municipality, running on the National Unity Platform (NUP) ticket. With a professional background that spans over two decades, Joseph has dedicated his life to empowering communities, especially youth and women, through sustainable development programs.
He currently serves as the Executive Director of Holistic Empowerment of the Less Privileged (HELP Uganda), a local NGO that supports vulnerable populations across Uganda. Under his leadership, HELP Uganda has made significant strides in vocational skills training, economic empowerment, and social transformation.
Joseph brings with him more than 20 years of experience working in civil society and managing development grants from top international organizations, including USAID, CDC, UNHCR, World Bank, and the European Union. His core strengths lie in resource mobilization, donor compliance, grant reporting, managing strategic partnerships, and fostering public-private collaboration.
Academically, he holds a Bachelor of Commerce (Accounting) from Makerere University, a Master of Business Administration (Finance and Investment), and a Postgraduate Diploma in Project Planning and Management. He has also undergone professional training in project and grants management, equipping him with the tools to implement large-scale, results-oriented programs.
Outside of his NGO work, Joseph is also a senior partner and consultant at Jodes Grants Management, a firm that supports climate change adaptation and manages basket funds — pooled donor funding aimed at supporting community resilience and development.
Joseph is also a dedicated Rotarian and an active member of the Rotary Club of Namasuba, where he has held various leadership roles including Club President, Finance Director, Project Director, Club Administrator, and currently, Club Learning Facilitator. He served as president during Rotary’s “Hope Creator” year (2023/2024) and continues his service into the “Magical Year” of 2024/2025.
Joseph's involvement in politics is not new. In 2011, he ran for the same parliamentary seat as an independent candidate. Although he did not win, he remained committed to serving his community. Through HELP Uganda and Rotary, he has helped train over 6,000 youth and women in skills like tailoring, baking, metal fabrication, hairdressing, crafts, and soap making — enabling many to become self-reliant and economically empowered.
His 2026 campaign is guided by the slogan “Service, Equity, and Transformation.” If elected, Joseph promises to advocate for inclusive and people-centered policies, promote good governance, and demand accountability at all levels of leadership.
