Gazetted National Sports Regulations to strengthen governance and compliance – Minister Ogwang


Minister of State for Sports and Education, Hon. Peter Ogwang believes the gazetted national sports regulations will enhance sports governance and compliance in the sector.
Ogwang reiterated this at a press briefing on Wednesday at the National Council of Sports in presence of NCS Chairman Ambrose Tashobya, General Secretary Dr. Patrick Bernard Ogwel, Commissioner Physical Education in the Ministry of Sports Rev. Canon Duncans Mugumya and representatives from the Ministry of Justice.
Two statutory instruments; the National Sports Regulations, S.I No. 204 of 2025 and The National Sports Act (Commencement of section 7) Instrument, S.I. No.23 of 2025 were gazetted on March 14, 2025.
“This marks a significant milestone in the regulation, governance and professionalization of the sports sector in Uganda,” said Ogwang who confirmed the two instruments were issued following consultation with NCS.
“The two instruments were issued by the First Lady and Minister of Education and Sports, Hon. Janet K. Museveni in consultation with the Board of the National Council of Sports, pursuant to the National Sports Act, Cap 151.”
Bernard Patrick Ogwel hailed the Ministry of Education and Sports for the milestone revealing that sports is one of the priority sectors in the national budget.
“Sports is now of one of the top five priorities of government in the national budget and I attribute that to the him (Ogwang) and the Ministry led by First Lady Janet K. Museveni,” said Ogwel.
Rev. Duncans Mugumya said; “As a technical arm of the ministry, we thank God for this achievement as sports in the recent has always been taken for granted.
“But with the development and impact it has on the economic transformation of the country, we thank the Ministry that took it serious to have the SI be put in place and this will go a long way in guiding us with the dos and don’ts.”
Accordingly, only national sports federation/association registered by the NCS are recognised and not more than one for a particular sport discipline will be registered.
Tashobya confirmed that the government recognizes fifty (50) sports disciplines but each association or federation that govern the sport must register with the NCS not later than Friday June 20th, 2025 for consideration of the sports budget come the next financial year.
“For any federation/association to be registered, they must have structure and have presence in over 75% of the districts in Uganda,” said Tashobya.
The ministry along with the National Council Sports is scheduled to meet all sports federations/associations to throw more light on this as only duly registered and licensed entities will get government funding.
