UCDA Boss Lyamulemye under probe by IGG over UGX9 Billion organic fertilizer procurement
As many coffee farmers continue to wonder why Uganda withdrew from the International Coffee Organization, emerging from the authority is the implication of the managing Director of Uganda Coffee Development Authority (UCDA), Dr Emanuel Lyamulemye Niyigira who is under probe by the Inspectorate of Government over casing a financial loss of UGX9 Billion in the procurement of organic fertilizers under Ref No: UCDNSUPLS/20-21/00119.
The petition filed by a whistle blower indicates that the UCDA boss allegedly abused his office.
“The MD decided to procure a counterfeit fertilizer at a more expensive cost and rob the government of the public funds entirely by enabling and allowing the bidder to supply counterfeit fertilizers and hence perfectly causing financial loss to the government without any value for money” th petition partly reads.
This has called for the attention of the Crime Intelligence Department (CIID) of the Uganda Police and other government agencies to follow up the petition.
The whistle blower according to the petition shows allegations that the UCDA boss in a covert leakage caused a loss of UGX9billion, abused office, fragrantly influenced peddling, abuse of office.
The petition pictured above indicates that Public Procurement and Disposal Authority (PPDA) carried out an investigation into the matter and the investigation report confirmed that the UCDA had illegally denied the contract to the legitimate winner and instead awarded the contract to bidder whose sample failed to meet the qualities of the required fertilizer and hence counterfeit fertilizer at UGX 9 billion.
