Regional Consultations on Automatic Express Penalty System finalized ahead of countrywide rollout.

Arua: Following the suspension of the Automated Express Penalty System (EPS) and the Fines Issuance System (FIS) in 2025, the ministry of works and transport decided to hold consultation from stakeholders before rolling it out. 

The Ministry of Works and Transport have finalized consultation in various regions of Uganda on the Express Penalty Scheme and FIS.

According to the ministry, the technical officers concluded the regional consultations with Arua where “the regional consultative and validation workshops on the new proposals for consideration before rolling out of the EPS and FIS” were held.

The statement from ministry of works and transport revealed that some of the proposed changes includes:

• 30kmhr to be limited to only safety zones, i.e., hospitals, schools, markets, worship areas, and on community access roads.

• Urban roads and inbuilt areas on district and national roads to have a speed limit of 50kmhr, not the previous 30kmhr in the regulations.

• Provide for single sanction for speeding of 10 currency points ie 200,000/= only and do away with the tier system previously proposed.

• Ammend the regulations to provide for timelines for appealing the EPS fine for 7 days after the notice is issued.

• Ammend the regulations to provide for the registered keeper to accommodate the higher purchase modal of business and review the log book to reflect the Registered Keeper.

• Adopt a 10% + 2Km hr threshold for the issuance of fines for speeding to eliminate other factors that could be suggested for non-compliance.

• Traffic lights should be set to use Amber flickering lights from 11:00pm to 05:30am when traffic is expected to be light to protect road users from wrong elements that wait for them as they wait at the traffic lights.

• Fines are to be paid within 28 days, not the 72 hours.

• The surcharge of 50% for failure to pay the fine within the stipulated time will apply after 28 days, not 72 hours.

• Conduct a comprehensive study in the near future to review speed limits based on the operating speeds along different road classes on the national roads using the 85th percentile approach to validate the proposed speed limits.

• Immediately install road signage on Kampala-Entebbe Express Way, Munyonyo Spur, northern Bypass, and Lugogo Bypass before resumption of the implementation of FIS.

• Resume EPS/FIS rollout in GKMA for 6 months before the planned countrywide rollout.

As of early April 2026, the Ugandan Ministry of Works and Transport is conducting nationwide consultations ahead of a planned relaunch of the Automated Express Penalty System (EPS) and the Fines Issuance System (FIS).

 The system was suspended in June 2025 following public outcry over heavy, often erroneous, automated fines and technical issues.

The Ministry has emphasized that the EPS and FIS needed a broad consensus with the public, transport operators, and key stakeholders.

Consultations have been held in areas like Gulu and Mbale with boda boda riders, taxi drivers, bus, and truck operators among other stakeholders.
