DST Ocailap hands over vehicles to The Ministry of Public Service to support implementation of the Human Capital Management System

The Deputy Secretary to the Treasury (DST), Mr. Patrick Ocailapon behalf of The Ministry of Finance, Planning, and Economic Development (MoFPED), through its Resource Enhancement and Accountability Programme (REAP), has handed over three motor vehicles to the Ministry of Public Service to support the implementation of the Human Capital Management System (HCM).

The vehicles that were officially handed over on Monday, 3rd March 2025, are expected to facilitate the rollout of HCM, a key Public Financial Management reform under REAP, aimed at improving the effectiveness and accuracy of Uganda’s public payroll and pension management system.

While delivering the vehicles to Catherine Bitarakwate Musingwiire, the Permanent Secretary of the Ministry of Public Service, Ocailap emphasized the need for proper vehicle maintenance in line with government procedures.

“The vehicles are strictly for the implementation of the Human Capital Management System. They should be well maintained at all times in accordance with the Government procedure for implementation of REAP/HCM activities,” he said

The Ministry of Public Service is responsible for spearheading the rollout of HCM to enhance efficiency in human resource processes, ensuring transparency and accountability in payroll and pension management across government institutions.

The Ministry of Public Service is currently conducting Human Capital Management System (HCM) training program to different government agencies aimed at equipping Non-Commissioned Officers and civilian staff with the skills and knowledge required to effectively utilize the various modules of the HCM system.

REAP is the prime implementation and coordination framework for the joint Government of Uganda and Development Partner contributions to the Public Finance Management reforms

REAP works with and facilitates the Accountability Sector, which is concerned with the mobilization, management and fostering of accountability for the utilization of public resources to facilitate the delivery of quality and equitable services.

In its operational endeavour to raise the general understanding and acceptance of the PFM reforms, the programme set up six clusters with specific strategic tasks including:

To improve resource mobilization for Uganda’s sustainable development, To enhance Policy-Based Budgeting and Planning for allocative efficiency, To strengthen public investment management (PIM) for increased development returns on public spending, To strengthen the effectiveness of Accountability Systems and Compliance in Budget execution, To improved transparency and accountability of Local Government PFM systems, and To strengthen oversight and PFM governance functions for the sustainability of development outcomes.
