Uganda Law Society  appoints new council members, resolve to extend the term of office.
During the General meeting on Wednesday

On 17th September 2025, Uganda Law Society (ULS) held a special general meeting petitioned by several members to address internal issues of the society, including top leadership elections, discipline of 2 of their members, young lawyers' representation to the East Africa Law Society, ULS representation to the Judicial Service Commission, among other issues.

Following a resolution made by members of ULS during the General Meeting held at Imperial Royale Hotel, the ULS Vice President, Mr. Asiimwe Anthony, announced the appointment of Advocate Ssali Babu as Acting Secretary and Advocate Lule Alexander as Acting Council Member (Representative of the Central Region) by the ULS Council.

“The Uganda Law Society (ULS), under the leadership of the Radical New Bar, announces the appointment of Advocate Ssali Babu as Acting Secretary and Advocate Lule Alexander as Acting Council Member (Representative of the Central Region) by the ULS Council,” he said

The Vice President stated that the appointment takes immediate effect until the next Annual General Meeting, which he noted followed a resolution to censure and remove members, including Phillip Munaabi, the Secretary, and Geofrey Turyamusiima, the Central Region Representative, from the Council for allegedly conspiring against the ULS President Isaac Ssemakadde’s leadership.

“These appointments, effective immediately, are made pursuant to Regulations 15(I)(b) and 15(1)(c) of the Uganda Law Society (Election) Regulations, Sl No. 10 of 2016, and will remain in effect until the next Annual General Meeting. The appointments follow a resolution by the ULS General Meeting to censure and remove the former post holders, Phillip Munaabi (Secretary) and Geofrey Turyamusiima (Central Region Representative), from the Council with immediate effect,” he said

ULS President, Isaac Ssemakadde virtually attending the General meeting

During the General meeting, which attracted over 1500 members, the ULS President, Isaac Ssemakadde, who attended virtually, highlighted that while working under extreme conditions, he will strive to bring back goodwill to the Radical New Bar and address the “extra legal character happening in the legal fraternity.” 

The CEO ULS, Christine Awor, in her remarks, said that the General Meeting was petitioned by 9 member lawyers to share a collective understanding to shape ULS objectives and the legal fraternity through considering, voting, and reflecting on the process to chart a way forward.

About the new council members:

Advocate Ssali Babu brings a wealth of experience as a conveyancing and litigation specialist and a partner at Nsubuga K & Co. Advocates. A dedicated leader, he serves as Secretary General of the Central Motor Club and is a passionate advocate for community empowerment. Based in Mukono, Adv Babu is a family man and farmer whose extensive corporate social responsibility initiatives have supported agricultural communities in building resilience against land grabbing and climate change. His proven integrity and commitment to the Radical New Bar make him an invaluable addition to the Council.

Advocate Lule Alexander, the founder and managing partner of Xander Advocates in Masaka City, is a respected human rights defender and litigation specialist with an unwavering commitment to the rule of law. Since November 2024, he has served as the unifying Leader of the Greater Masaka Bar, a chapter of the ULS. Adv Lule gained national recognition for spearheading a sit-down strike on 16 June 2025, highlighting judicial understaffing and the backlog crisis at the Masaka High Court Circuit.

His advocacy led to a pivotal meeting between the Judiciary's top management and the ULS Radical New Bar Governing Council, resulting in significant interventions, including the appointment of an additional resident judge, the resumption of timely civil hearings, two plea bargaining sessions (one led by the Acting Principal Judge) at Masaka Main Prison, three criminal sessions in Sembabule, Kyotera, and  Kalangala, and an official commitment to operationalize Rakai High Court in the next financial year to alleviate pressure on the Masaka High Court.
