UBOS clarifies delays in balance payment for 1.3% of Census Personnel & Service Providers.

Following complaints by the Census enumerators, Supervisors and some service providers, Uganda Bureau of Statistics (UBOS) has come out to explain why there has been a delay in the payments.

UBOS attributed the delays in payments to various factors including name mismatches, loss of census equipment, and delays in submitting names by local governments where the enumerators are employed.

While addressing journalists at Uganda Media Center on 8th August 2024, The Senior Public Relations Officer of UBOS Mr. Didacus Okoth said that the Uganda Bureau of Statistics has planned to pay all enumerators and service providers by August 2024.

“The Uganda Bureau of Statistics would like to assure the public especially those who have not received their payments that all efforts are being put towards ensuring that everyone is paid. We are working closely with officials of the Local Government especially the Districts and Cities to ensure that the pending field participants are all cleared for payment. The Bureau would like to emphasize that all participants in the Census enumeration will receive their entitlements directly through Mobile Money or a Bank Account presented in one's individual name” he said.

Speaking on behalf of the UBOS Executive Director and Census Commissioner, Dr. Chris Mukiza, Mr. Okoth said that the Census Personnel have so far been paid a total of 88.7 Billion through the e-Cash platform where money was going directly to the final beneficiaries.

“The Census 2024 had 115,846 Enumerators. A total of 114,327 (98.7%) have so far been paid all their entitlements whereas 1,519 are yet to be paid, Sub-County Supervisors had 4,713 participants. a total of 4,686 (99.4%) have been paid and only 120 are yet to be paid, The Local Government Officials involved in the census 912 (55.78%) have been paid and 663 are to be paid in August 2024, All services providers for Census 2()24 have been paid except for those whose account numbers submitted were wrong. These have been requested to resubmit the right account details” he said

Mr. Okoth while updating on the Post National Population and Housing Census 2024 activities, said that “The Bureau is currently processing and analyzing raw Census data to the village level. Final results will be disseminated at the end of September 2024”

The Uganda Bureau of Statistics conducted the National Population and Housing Census in May 2024 with preliminary results indicating a total population of 45.9 million people.

The Census 2024 according to UBOS was 99% supported by the Government of Uganda with a total of Uganda Shillings Uganda Shillings 328.74 Billion received to undertake the exercise.

The development partners which included UNHCR, UNDP and UNFPA contributed 1% amounting to Uganda Shillings 18.5 Billion.

He added that UBOS carried out various trainings from Tier one to four for Training of National Trainers, Training of District Trainers, Training of Sub- County/ Town Council Trainers, and Training of Enumeration Supervisors and their Enumerators respectively.
