Promotion of Effective & Smart PPP Models Key to Uganda’s Growth: DST Patrick Ocailap

A Public-Private Partnership (PPP) is a partnership between the public sector and the private sector to deliver a project or a service traditionally provided by the public sector

According to experts, the Public-Private Partnership Model of business revolves around various principles including; Ensuring a Shared Vision, Preparation for all parties, Knowing the Partners and Agents, Communication with Agents, and ensuring coordinated Leadership among others

Ministry of Finance, Planning, and Economic Development on Tuesday 23rd July 2024, organized a workshop with stakeholders and partners aimed at enhancing the understanding of the core principles and models of PPPs.

While opening the 3-day Public Private Partnerships (PPPs) awareness & capacity building workshop held at Four Points by Sheraton Hotel in Kampala, The Deputy Secretary to the Treasury, Mr. Patrick Ocailap said promoting effective & smart partnerships through PPPs is a key strategy in Uganda's development agenda.

" I wish to reiterate that one of the key factors for the success of any PPP is the transparency of the selection process. There is a need to prioritize the core projects in the national development plan using the available resources” he said

Mr. Ocailap called upon participants at the workshop to focus on mainstreaming PPPs and ensuring that they contribute to the 10-fold growth of Uganda’s economic plan.

"We have deliberately and purposely rationalized and streamlined our budget by cutting out inefficient programs and transferring resources to strategic priority projects and social services," he said

Meanwhile, The Director PPP Unit, Mr. Jim Mugunga said that the workshop has been organized to build the participants’ capacity on the core principles and models of PPP.

Recently the ministry issued the first quarter expenditure limits and the Budget Execution Circular for FY 2024/25. This will be followed by sharing the cabinet’s directives and resolutions on the FY 2024/2025 Budget to all Accounting Officers of Ministries, Agencies, and Local Governments among others.
