While talking to the returnees, Senior Presidential Advisor on Political Mobilisation Moses Byaruhanga said the government is finalizing a framework that will organise participants into business groups before extending financial support through existing empowerment programmes.
He explained that Uganda has adequate resources to support its citizens, but success depends on proper organisation and accountability.
“The government has resources. Our biggest challenge has never been a lack of money but poor organisation. Once these returnees organise themselves into productive groups, we shall support them,” he said.
While condemn the xenoohobia ttacks that Ugandans experience he said that although many returnees may not qualify under the Parish Development Model because of existing eligibility requirements, alternative funding arrangements are being developed to ensure no deserving beneficiary is left behind.
Byaruhanda urged African governments to strengthen regional cooperation and expand cross-border trade, arguing that larger markets would create more employment opportunities and reduce hostility toward foreign nationals citi g China’s example where countries in Africa can utilize their potential to work together in one market.
