New UBOS Survey Report on Orphans and Vulnerable Children Commissioned.
The Uganda Bureau of Statistics (UBOS) orphans and other vulnerable children survey report (OVC monogram), Uganda’s orphan population has registered a slight decline with the report indicating regional disparities and overlapping vulnerabilities that still exist in Uganda.
According to the report Orphans and Vulnerable Children monograph, Orphans constitute 13% of the population, totaling to 2.9 million children who have lost one or both parents, with 29% in school, 21% in employment, 59% children with out fathers and 1.5% of Children ever given birth to children.

While commissioning the report, the Permanent Secretary Ministry of Gender, Labour and Social Development Aggrey Kibenge while commending Uganda Bureau of Statistics (UBOS) for the successful conduct of the National Population and Housing Census 2024, he said that the report on orphans and vulnerable children will go along way in strengthening Uganda’s capacity to plan effectively, prioritize interventions, and deliver impactful services.
He highlighted that the report is key in providing detailed, disaggregated data to guide targeted and equitable service delivery, with insights across children’s rights; survival, development, protection, and participation.
While making his remarks at the dissemination of the Orphans and Other Vulnerable Children Monograph 2024 at UBOS offices in Kampala, The Executive Director of Uganda Bureau of Statistics, Dr. Chris Mukiza, emphasized the importance of data use highlighting that the bureau conduct survey where there is no data answer.

Dr. Moses Sichei, Chief of Social Policy representing UNICEF Uganda noted that the OVC Monograph provides critical data on who vulnerable children are, how many they are, and where they are located.
He emphasized that such data is essential for monitoring commitments under frameworks like the United Nations Convention on the Rights of the Child and for informing effective policy and programming. He reaffirmed UNICEF’s commitment to supporting UBOS in strengthening data production, underscoring that without data, evidence-based policy and interventions for children cannot be achieved.
The dummy report was signed off by the ED and Chief Statistician UBOS Dr.Cjria Mukiza, DED, Dr. Frederick Vincent Ssennono, UBOS Director Population and Social Statistics-Mrs. Hellen Nviiri, Prof. Yovani Moses A. Lubaale among others.
