Uganda’s Justice Minister, Norbert Mao, has stirred heated debate after announcing that President Yoweri Museveni will hand over power to another leader without elections. According to Mao, the process is already in motion and discussions are happening in what he called “special rooms.”

Mao explained that this power transfer is being arranged through negotiations among several major political parties. These include the Democratic Party (DP), Democratic Front of Mpuuga (DFM), the ruling National Resistance Movement (NRM), Forum for Democratic Change (FDC), JEEMA, the PLU of Gen. Muhoozi, and the Uganda People’s Congress (UPC).

However, not every political group has been invited to the table. Mao was clear that Bobi Wine’s National Unity Platform (NUP) has been excluded. He described Bobi Wine’s politics as “toxic” and “poisonous,” insisting that his party cannot be trusted with a role in Uganda’s upcoming transition.

“The handover will not be decided by the ballot as people might expect,” Mao declared. “These discussions are taking place in special rooms.” His words shocked many citizens, especially opposition supporters who had hoped for change through elections.

Mao added that the goal of the talks is to ensure Uganda experiences a peaceful and smooth transfer of leadership. He stressed that this is a collective effort involving multiple parties, not a move by Museveni alone.

The Justice Minister further revealed that President Museveni himself is actively part of the arrangements. “Museveni will leave power peacefully for another leader without holding elections,” Mao said, underlining that the focus is on stability, continuity, and avoiding chaos.

Reactions to Mao’s statement have been sharply divided. Some Ugandans see it as a practical way to avoid violence and instability. Others strongly believe it undermines democracy, since the people will have no say through voting.

The exclusion of NUP has become a major talking point. Many opposition supporters argue that leaving out the largest opposition party is unfair and could deepen political divisions in the country.

Political experts note that Uganda has a history of behind-the-scenes negotiations shaping leadership changes. But Mao’s public admission about these “special room” talks is unusual and has made the issue even more controversial.

Despite the criticism, Mao defended the plan. He insisted that these talks are necessary to prevent instability. “We are working behind the scenes to make sure the transfer is smooth,” he said, urging Ugandans to focus on peace and not rumors.

As Uganda looks ahead, Mao’s statements highlight the growing tension between formal democracy and secret negotiations. Citizens, analysts, and politicians are now closely watching to see who will take over after Museveni, and how this secret deal will shape Uganda’s political future.
