CSOs raise concerns in the FY 2026/27 National Budget Framework Paper.
Following a retreat to look through the National Budget Programme paper and meeting parliament, Civil Society Organizations under CSBAG on 13th January 2026 held a press conference on the FY 2026/27 National Budget Framework Paper, under the theme “Putting Citizens at the Centre of Budget Priorities.”
The Executive Director of CSBAG Mr. Julius Mukunda while commending the achievements of government in growing the economy, he raises concerns in the limited allocations to key sectors that the CSOs deem feasible for the economic transformation and well being of Ugandans.
“The foreign diplomacy & trade, focusing on 3 key targets: attracting investors, expanding markets for Ugandan products & boosting tourism & hence central role of markets in driving economic growth is commendable. However government released, as you are aware, the original budget was revised with cuts. So you can see already that there has been a reduction” he said
The Policy Analyst Mr. Jonathan Lubega representing SEATINI Uganda particularly raised concerns over the limited budget allocation to the Agro-Industrialisation Programme and the absence of reliable market opportunities for products supported under the Parish Development Model (PDM).
ISER Uganda Representative Mugoya Musa said that “While GOU has expanded access to education, there are concerns over deteriorating service delivery. Many classrooms exceed recommended pupil ratios, with some learners studying under trees affecting welfare, health, and learning outcome”
