Parliament approves Jessica Alupo’s appointment Vice President of Uganda
Following President Yoweri Museveni’s appointment of (Rtd) Maj. Jessica Alupo Rose to the position of Vice President of Uganda, Parliament has vetted her and approved her appointment in accordance with Article 108(2) of the Constitution, which requires parliamentary approval by a simple majority.
Alupo previously served as Vice President from June 2021 to May 2026. Prior to that, she was Minister of Education and Sports from 2011 to 2016, and State Minister for Youth and Children Affairs from 2009 to 2011.
The motion for her approval was moved by Ephraim Kamuntu, the newly appointed Minister for Internal Affairs.
Kamuntu described Alupo as a determined scholar who values continuous learning in both formal and informal settings, noting that her vast educational qualifications make her well-suited for the role.
The motion was seconded by Kampala Central MP, Hajjat Minsa Kabanda, said Alupo is a leader of proven competence, integrity, and dedication who deserves to continue serving as Vice President.
Alupo, who also serves as the Woman Member of Parliament for Katakwi District, has built a reputation as a disciplined and results-oriented leader. Over the years, she has played a key role in shaping Uganda’s education sector, particularly during her tenure as Minister of Education and Sports, where she oversaw several policy reforms and institutional strengthening efforts.
In her acceptance speech made to parliament ton 28th May 2028, she said that: “Mr. Speaker, allow me to thank the people of Katakwi for trusting me yet again to serve them as Woman Member of Parliament Katakwi District, I promise them that I will exercise my mandate as their MP and I serve them diligently. I thank the appointing authority H. E. Y. K. Museveni for trusting me yet again by appointing me for the second time to serve the people of Uganda as Vice president, I do not take it for granted, and I assure him and all people of Uganda that I shall serve with utmost dedication and loyalty, giving undivided attention to all matters of national importance that come before me during my tenure”
She called upon all members of the house to envisage the Ugandan with the GDP of $500bn but also connecting all the grassroot masses who we are leading to this economy, asserting that “let’s ask ourselves a question; Where do we go from here”
He added that “I pledge total cooperation with you and all members of Parliament. Members let’s always stick to what unites us rather than what divides us. The opportunity has been bestowed upon us by the people of Uganda to serve them”
