Minister Balaam  Assures Uninterrupted Continuity of Local Governance services Ahead of Administrative Unit Elections

The Minister of Local Government, Hon. Barugahara Balaam Ateenyi, accompanied by the State Minister for Local Government, Hon. Nameere Justine Nsubuga, has assured Ugandans that governance and service delivery at village and parish levels will continue uninterrupted following the expiry of the term of office of Local Council I (LC I) and Local Council II (LC II) leaders.
Speaking at the Uganda Media Centre, the Minister clarified that although the leaders' term of office expired on 28 June 2026, they will continue executing their functions in accordance with Regulation 12 of the Local Government Councils Regulations until newly elected leaders formally assume office after the handover process.
He noted that the Electoral Commission has scheduled Village and Cell elections for 28 July 2026 and Parish and Ward elections for 10 August 2026, urging eligible Ugandans to actively participate by offering themselves for leadership positions and turning up to vote.
Hon. Balaam also underscored the important role played by LC I and LC II leaders in maintaining security, mobilising communities, resolving disputes, monitoring service delivery, and supporting the implementation of government programmes, including the Parish Development Model (PDM) and Emyooga.
The Minister further reminded local leaders that the law prohibits an individual from holding more than one political office within the local government structure and urged those elected to higher councils to comply with the legal handover requirements.
