Local Gov't Minister Balaam Barugahara Named 2nd Runner-Up for Best Performing Minister in Africa at the 2026 Unstoppable African Awards

NAIROBI, KENYA — Uganda’s Minister of Local Government, Hon. Barugahara Balaam Ateenyi, has emerged as the 2nd Runner-Up for Best Performing Minister in Africa at the inaugural Unstoppable African Awards 2026.

The high-profile continental ceremony took place at the Hilton Hotel in Nairobi, Kenya, alongside the official launch of The Africa Agenda Forum (TAAF). Zimbabwe’s Minister of Tourism and Hospitality Industry, Hon. Barbara Rwodzi, claimed the top honor, while Kenya’s Cabinet Secretary for Public Service and Human Capital Development, Hon. Geoffrey Ruku, placed as the 1st runner-up.

A Recognition of Grassroots Impact and Anti-Corruption Efforts:

The Ministry of Local Government MoLGUganda congratulated the minister on the milestone, highlighting his vigorous fight against corruption, his focus on market infrastructure, and his commitment to improving public service delivery across Uganda's communities.

Since taking over the ministry, Hon. Balaam has drawn public attention for his hands-on inspections, market oversight, and insistence that public resources at the village, parish, and district levels translate into tangible benefits for citizens.

Humble Acceptance and Gratitude:

Reacting to the continental accolade, Hon. Balaam expressed deep humility, directing credit to God and acknowledging the public voting process that carried him to the podium.

Drawing a parallel to biblical humility, he cited John 3:30 (“He must increase, but I must decrease”), emphasizing that leadership is about service rather than personal glory. He extended special appreciation to his mentor and Chief of Defence Forces, General Muhoozi Kainerugaba, as well as President Yoweri Kaguta Museveni for the opportunity to serve. He also dedicated the achievement to the ministry staff, local government leaders, and grassroots workers across Uganda.

The Ministry of Local Government reaffirmed that the recognition serves as a stepping stone to intensify accountability, protect public funds, and drive further development across the country.
