Feature: Minister Babalanda a strong pillar behind Strengthening RDC Secretariat and Improving Service Delivery in Uganda

The Resident District Commissioners (RDC) Secretariat has emerged as a more visible institution in Uganda's governance and service delivery framework, with many government leaders and stakeholders attributing its strengthened role to the leadership of the Minister for the Presidency, Hon. Milly Babirye Babalanda.

Under Hon.Min. Babirye Babalanda administration, the RDC Secretariat has continued to expand its oversight role, ensuring that government programmes are effectively implemented while safeguarding security, accountability, and public service delivery at the grassroots. Through policy direction and institutional support, the Presidency has reinforced the Secretariat's constitutional mandate of representing the President in districts and cities, coordinating security, and monitoring government programmes.

Since assuming office as Minister for the Presidency, Hon.Milly Babirye Babalanda has prioritised the capacity building of Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), their deputies, assistants, and other security officers. Regular training and coordination meetings have enhanced their ability to monitor government projects, prevent corruption, mobilise communities, resolve disputes, and strengthen public accountability.

The RDC Secretariat has become a key institution in monitoring service delivery across Uganda. RDCs regularly inspect schools, health facilities, roads, bridges, markets, water projects, and other government-funded infrastructure to ensure that public resources are utilised efficiently and that contractors deliver quality work within the required standards many culprits falling short of standards have been successfully prosecuted 

The Secretariat has also strengthened collaboration with district technical officers, local governments, anti-corruption agencies, and development partners to promote transparency, accountability, and timely implementation of government programmes. Through continuous monitoring and reporting, RDCs have contributed to identifying implementation gaps and encouraging corrective action etc

Government wealth-creation initiatives, including the Parish Development Model (PDM), Emyooga, the Uganda Women Entrepreneurship Programme (UWEP), and other livelihood programmes, have equally benefited from increased monitoring by the Secretariat. RDCs continue to engage beneficiaries and local leaders to ensure that these initiatives reach the intended recipients and contribute to improving household incomes, creating employment, and reducing poverty.

Community engagement has remained central to the Secretariat's operations. Through public meetings, stakeholder engagements, radio programmes, and field visits, RDCs have strengthened communication between government and citizens, providing a platform for communities to raise concerns while receiving information on government policies and development programmes.

The Secretariat has also continued to play an important role in promoting peace, strengthening security, and mediating land-related conflicts. RDCs work closely with the Uganda Police Force, the Uganda People's Defence Forces (UPDF), the Internal Security Organisation (ISO), district land boards, area land committees, local councils, cultural leaders, and other stakeholders to resolve disputes peacefully, prevent illegal evictions, and maintain public order.

In many districts, RDCs convene mediation meetings that encourage dialogue among disputing parties while promoting lawful procedures in land administration. The Secretariat also conducts public sensitisation on land rights, legal ownership procedures, and conflict prevention, helping communities understand their rights and responsibilities under the law.

Citizens note that the close coordination between the the Ministry for the Presidency, security agencies, and local governments has strengthened the RDC Secretariat's effectiveness in monitoring public service delivery, combating corruption, enhancing security, and supporting Uganda's socio-economic transformation.

As Uganda continues to pursue inclusive development, the RDC Secretariat remains a vital institution linking the Presidency with communities across the country. Many stakeholders credit President Yoweri Kaguta Museveni for providing the strategic vision for the institution and Hon. Milly Babirye Babalanda for providing the administrative leadership and support that have enabled the Secretariat to better serve Ugandans through improved governance, accountability, security, land conflict mediation, and effective implementation of government programmes.
