Uganda Launches 5th EITI Report on Extractives to Drive Governance and Value Retention

KAMPALA, UGANDA – The EITI & Extractives Awareness Conference 2026 officially commenced today at the Serena Hotel, Kampala, marked by the landmark launch of the 5th Uganda Extractive Industries Transparency Initiative (UGEITI) Report.

 The conference brings together key government entities, including the Petroleum Authority of Uganda (PAU), National Mining Company, and others alongside civil society organizations, international investors, and industry experts to advance critical dialogues on transparency, good governance, and local value retention in Uganda’s oil, gas, and mining sectors.

Hon. Amos Lugoloobi, the State Minister of Finance, Planning and Economic Development, delivered the opening remarks, underscoring the government's steadfast commitment to open governance. 

Minister Lugoloobi emphasized that institutional transparency acts as a vital guardrail against revenue leakages and corruption, while simultaneously serving as a catalyst to attract international investment and build public trust.

The launch of the 5th UGEITI Report highlights Uganda's ongoing journey toward rigorous public disclosure since joining the global Extractive Industries Transparency Initiative (EITI) framework in August 2020.

 This year's conference features panel sessions addressing the "State of Mining in Uganda," deep-diving into the management, production, and economic contributions of key national resources such as gold, cement, sand, and iron ore.

The Director, Africa Center for Energy and Mineral Policy (ACEMP), Mr. Chris Musiime during an interview said that the report demonstrates evidence for all stakeholders on accountability and indicates Uganda’s compliance to international standards pledging to work with all stakeholders to have inputs from community. 

The General Manager of Tembo Steels, Mr. Manish Kalla said that the company has supported the Buy Uganda Build Uganda initiative through procuring local raw materials especially Iron wile manufacturing Steel products.

Mr. Kwezi Kuteesa, the Director Corporate Affairs at Woodross Resources highlighted that there is a need to focus on how the community people relate to the resources around their area especially the artisan mining by harmonizing law and enforcement while skilling them to address training gap and certification.

Stakeholders at the two-day event are focusing on addressing structural areas of the extractive value chain, including contract transparency, beneficial ownership disclosures, accurate revenue forecasting, and mitigating environmental and gender impacts within host communities.
