UBOS HR Survey Report: Private Sector Driving Employment in Uganda.

On Thursday 23rd April 2026, Uganda Bureau of Statistics (UBOS) released the Human Resources Survey Report indicating 2.14 Million employment with the private sector dorminating in formal placements by 2023/24 with over 1.6 Million jobs compared to 0.5 of a million in public sectors. 

Hon. Stephen Mukitale, Deputy Chairperson of the Executive Board of the National Planning Authority, emphasized the need to strengthen private enterprises.

“With limited opportunities in government, empowering the private sector is critical if we are to create sustainable jobs,” he said.

Among the highest public sector with more employments according to he report is the education sector with 1.3 million followed by trade, manufacturing and the financial sectors.

The report however shows a skills divide in communication, customer care, IT and digital competencies, as well as innovation and creativity, indicating a mismatch between training outputs and labour market needs.

UBOS Boss Dr. Chris Mukiza highlighted that education and skills training are central to improving employment outcomes, but the current pattern of attainment continues to slow the transformation of the labour force.

The findings also categorise formal education into pre-primary, primary, secondary, vocational training, and university levels, but highlight that progression beyond basic education remains limited.
