Senior Presidential Advisor Moses Byaruhanga Challenges Youth SACCO Leaders to Claim Capital in Gov’t Wealth Creation Programs

KAMPALA, UGANDA — Senior Presidential Advisor on Political Mobilisation Mr. Moses Byaruhanga has called upon youth Savings and Credit Cooperative Organization (SACCO) leaders to aggressively access capital housed within national wealth creation initiatives, including the Parish Development Model (PDM) and Emyooga.

Mr. Byaruhanga made the call during the official launch of the National Youth Cadre Association (NYCA) Strategic Plan 2026/27, held at the Nakasero Primary School playground.

Unclaimed Opportunities: Mr. Byaruhanga noted that despite numerous funding channels set up by the government, young people have lagged in tracking and utilizing these resources.

The 30% PDM Quota:

He reminded youth leaders that up to 30% of PDM funds are specifically earmarked for youth. He urged youth chairpersons—who sit on local PDM parish committees—to step up and ensure the funds reach the target demographic instead of passing them by.

Policy Feedback Loop:

He invited youth groups to voice operational bottlenecks directly through formal channels so policy-makers can adjust rules to fit real-world needs, promising continuous support for organized SACCOs.

The launch proceeded under the theme: “Role of Youth in Advancing the Tenfold Strategy, Climate Mitigation, and Environment Conservation.”

In his remarks, NYCA Chairman Mr. Ahumuza Penkson emphasized that the association's mission is to empower young people to drive socio-economic transformation. He highlighted that through innovation, value addition, and climate-smart solutions, youth members are positioned to make measurable contributions to Uganda’s national development goals.

The National Youth Cadre Association is a youth-led umbrella organization aligned with Uganda’s ruling National Resistance Movement (NRM), focused on mobilizing, skilling, and economically uplifting young citizens across the country.
