Parliament approves re-appointment of Byabashaija as Commissioner General Uganda Prison Services
Following the re-appointment of Dr Johnson Byabashaija as Commissioner General Uganda Prison Serves by The President of Uganda H.E Yoweri Museveni, Parliament of Uganda has approved the re-appointment after successful vetting process by members of parliament.
The Commissioner General who appeared before parliament on Friday, 28th January, 2022 has served as the prisons Commissioner General since 2005.
The Constitution provides that the President shall make appointments with the approval of Parliament from among Members of Parliament or persons qualified to be elected Members of Parliament.
Uganda Prisons Service is established by article 215 of the constitution of the Republic of Uganda
The Uganda Prisons Service is mandated under the Constitution of Uganda and the Prisons Act 2006 UPS to provide safe custody of offenders and rehabilitate them.
Recently Uganda Prison Service unveiled a new garment workshop machinery at Kitalya Mini Max Prison in above picture commissioned by Internal Affairs Minister Maj Gen. Otafiire Kahinda who said he wanted Uganda Prisons Service to make garments for both the Uganda Peoples Defence Forces and Uganda Police Force.
According to the Commissioner in charge of Prison Industries Robert Munanura, the new equipment will be used to train inmates in the craft of tailoring, cloth making and stitching of all staff and prisoners’ uniforms.
Munanura said that the garment machinery is a springboard into the competitive, modern mass production of quality garments where they shall be able to make their own uniforms and progressively venture into commercial enterprise and make garments for other institutions.
He adds that the revitalization of Uganda Prisons Industries will enable prisons to attain self-financing and sufficiency through sales of industrial products to the government and the community while providing practical skills to offenders to reduce recidivism.
The capacity of Uganda Prisons Industries is an aggregation of five capacity dimensions, leadership-robust-entrepreneurial ability, the enabling policy and legal framework, functional and technical capacities; mutual accountability and cross cutting issues according to Uganda Prisons.
